Who Are We?
Aspire Community Services Incorporated is a 501(c)(3) nonprofit organization co-founded by Christine David, Ayaz Jarral, and Amran Pasha, a united trio of leaders dedicated to empowering veterans and underserved populations through education, healthcare, workforce development, and international humanitarian initiatives. Founded in Maryland, Aspire was built on the belief that service doesn’t end when the uniform comes off.
Our Mission
We support veterans and their families through programs that restore dignity, build stability, and open new doors of opportunity, from career training and behavioral-health support to housing and global outreach partnerships.
Our Vision
Beyond our national programs, Aspire extends internationally, bringing healthcare training, infrastructure, and workforce support to disadvantaged communities. Our guiding principle, “Building Lives, One at a Time,” drives every initiative we lead, empowering people to rise, rebuild, and reclaim their purpose with dignity and hope.
Our Area Of Expertise
Experts are in place to support veterans and seniors, blending crucial Veteran Workforce Development and career mentorship with essential Crisis and Housing Support for immediate stability. As the majority of veterans are 60+ in age, we have specialized long-term care programs, such as compassionate Adult Medical Daycare and Assisted Living residences, ensuring dignity and wellness across all life stages.
We are masters at developing self-sufficiency and leadership through rigorous veteran training programs, while also extending our influence through impactful International Development & Outreach. Put simply, we empower veterans and seniors to navigate life’s toughest transitions and thrive in their communities, with a professional touch and a genuine commitment to their success.

Veteran Workforce Development

Crisis & Housing Support
Aspire is here for veterans and their families who are facing tough transitions, whether it’s struggling with homelessness, finding a job, or just trying to reintegrate into civilian life. We connect you with the right resources, support, and programs to keep you safe and help you build a stable future.
Mental & Behavioral Health Initiatives
For veterans managing PTSD, depression, or substance challenges, we facilitate coordination with both licensed providers and trusted peer networks. Our behavioral health programs empower their journey toward recovery, wellness, and successful reintegration through holistic, trauma-informed care.
Community Health & Wellness Programs
We care for our community by providing health education, medical screenings, and veteran-focused wellness partnerships that promote physical, emotional, and social well-being. Aspire also facilitates preventative health workshops and community wellness fairs.
Education & Leadership Training
Education is not just about certificates; we ensure you receive real-life skills and career readiness designed to strengthen self-sufficiency and leadership among veterans and young adults. Additionally, we provide mentorship, career coaching, and advancement pathways across multiple industries.
Adult Medical Day Care
Day care that provides the best possible care for your loved ones. Participants receive care from professionally trained, registered nurses and meals that match their medically prescribed diet schedule. We also provide individualized care plans and social activities to ensure their well-being and the peace of mind of their families.
Long-Term Assisted Living
Aspire helps participants with long-term care in the community by providing 24-hour support, professional medication management, meals, and personalized assistance. We create an environment that feels like home, where each resident receives compassionate care designed to maintain dignity, safety, and quality of life.
Independent Senior Living
Our Independent Senior Living residences empower older adults to live autonomously in a secure, socially vibrant community. With optional support services and access to medical care, residents enjoy peace of mind, companionship, and wellness-focused living.
International Development & Outreach
We launch collaborative projects in developing nations focused on key areas like healthcare, building up the workforce, and essential infrastructure. These initiatives are designed to empower people and create meaningful change abroad, led by a dedicated team including veterans, professionals, and our U.S. partners.

Christine David – President & Co-Founder
Christine, an accomplished leader with over two decades of experience in healthcare and organizational management, ensures Aspire delivers sustainable, high-quality programs by overseeing program quality, fiscal accountability, and strategic development.
Muhammad Ayaz Jarral – Chief Executive Officer (CEO) & Co-Founder
As Co-Founder and CEO, Ayaz provides strategic direction in healthcare and business development, driving growth and program integrity. He is passionate about empowering veterans and communities through education, workforce readiness, and access to care.
Amran Pasha – Founding Partner & Strategic Advisor
Amran, one of Aspire’s founders, uses his financial expertise to provide oversight and strategic vision, ensuring the organization is sustainable long-term. He supports major capital and development projects, strengthening Aspire’s finances so every program can make a lasting impact.
Salman Bhatti – Chief Operating Officer (COO)
Oversees daily operations, partnerships, and project implementation across Aspire’s national and international programs. Salman ensures that Aspire’s initiatives are delivered efficiently, compliantly, and in alignment with measurable performance outcomes.
Tholyn Thwyman – Chief of Staff (COS), International Strategies
As Chief of Staff, Tholyn coordinates Aspire’s leadership divisions and sets strategic direction. They spearhead international partnerships, driving global outreach efforts. This aligns U.S. healthcare, workforce, and community initiatives with sustainable international impact.
